Background of the Study
Government accounting plays a critical role in ensuring transparency, accountability, and efficiency in the management of public resources. In Nigeria, the monitoring of capital project performance is a key area where government accounting mechanisms are employed to track the use of allocated funds and ensure value for money (Okoye & Eze, 2023). The Niger Delta Development Commission (NDDC), established to foster development in the Niger Delta region, has been tasked with implementing various capital projects to improve infrastructure and living standards.
Despite the presence of government accounting frameworks, reports of abandoned projects, cost overruns, and mismanagement in the NDDC raise concerns about their effectiveness in monitoring capital project performance (Ibrahim & Musa, 2024). This study examines the role of government accounting in monitoring capital projects in the NDDC, evaluating its successes and challenges.
Statement of the Problem
Capital project monitoring in Nigeria often suffers from inadequate accounting practices, lack of transparency, and poor enforcement of regulatory frameworks. The NDDC, despite its mandate, has faced criticisms for project delays, cost inefficiencies, and abandoned projects. These issues point to gaps in the government accounting systems tasked with oversight. If these challenges persist, they risk undermining the developmental goals of capital projects in the Niger Delta (Adeyemi & Johnson, 2025).
This study evaluates the effectiveness of government accounting in monitoring capital project performance within the NDDC and explores strategies for improvement.
